Purpose of Palliser Regional Municipal Services:

"To provide effective and affordable local government services with expertise that support regional cooperation and communication

Palliser Regional Municipal Services Company Ltd. (www.palliserservices.ca) was formed April 1st, 1995 through a collection of enacting bylaws by member municipalities.  When the Province of Alberta disbanded Regional Planning Commissions, Palliser Regional Municipal Services was created as a successor to the Palliser Regional Planning Commission.  The constitution of Palliser Regional Municipal Services was formalized as a not-for-profit company status in 2008 with all member municipalities becoming formal shareholders.  The Company Articles and Memorandum of Association replace the previous agreements and bylaws establishing the organization.  PRMS is fully owned by its member municipalities.

With its head office in Hanna, AB, Palliser Regional Municipal Services (PRMS) covers a large area in the south east portion of Alberta.  It continues to grow with more municipalities recognizing the benefits of partnering for professional community planning and mapping services that would otherwise be unavailable due to distance from urban centers, as well as recognizing the cost savings of having one central organization vs. each individual municipality doing their own planning and mapping.

Budget:                          Overall budget is approximately $700K

Member Municipalities:        County of Paintearth, MD of Acadia, Special Areas #2, 3, 4, Starland County, Town of Castor, Town of Coronation, Town of Drumheller, Town of Hanna, Town of Oyen, Town of Trochu, Village of Acme, Village of Carbon, Village of Cereal, Village of Consort, Village of Delia, Village of Empress, Village of Halkirk, Village of Hussar, Village of Linden, Village of Morrin, Village of Munson, Village of Rockyford, Village of Standard, Village of Veteran, Village of Youngstown.

*The MD of Provost and the Village of Gadsby are non-members receiving servicing on a fee-for-service basis.

RESPONSIBILITES & FUNCTIONS OVERVIEW

In addition to overseeing the day-to-day operations of PRMS, the CEO will be responsible for ensuring effective:

Leadership & Management:

  • Develop and uphold an effective organization structure for the staff that reflects operational needs, and that is directed towards assisting member municipalities with their planning, development, and related functions on an as-need-be basis.   

Communication & Public Relations:

  • Deliver exceptional customer service to both internal and external stakeholders and ensure that the staff are committed to providing the highest level of professional service to its members.
  • Promote effective and transparent communication between the Board of Directors, employees, and member municipalities.
  • Attend relevant open houses, meetings, and other commitments as required - which may include evenings and/or weekends.

Board Relations:

  • Support the Board in determining policy by providing objective advice, clearly articulated alternatives, current and relevant background research, ongoing counsel, and the presentation of information from staff recommendations, stakeholders, and the overall geographic region.
  • Ensure that the Board receives such information and necessary reports to be able to make effective policy decisions.  Guarantee effective oversight of all information being presented to the Board in accordance with the standards and policies of the Municipal Government Act (MGA) and other related statutes.

Human Resource Management:

  • Provide leadership and support to the employees in order to capitalize on the full potential of these critical resources.  In doing so, stimulate, motivate, guide, and direct all individuals to contribute fully to the realization of the organization’s strategic and operational objectives. 

Financial Administration:

  • Work collaboratively with the Board to ensure appropriate financial and administrative systems are in place that maximize the effectiveness of resource utilization within the objectives, policies, and budgets established by the Board.
  • Monitor and control spending within the approved budget.

Strategic Planning:

  • Support the Chair and the Board in the formulation and updating of a Strategic Plan for PRMS.  This plan will chart a future, identify critical issues, and set annual objectives and strategies.
  • Create a dynamic climate that results in the continual search for new and more effective approaches to fulfilling PRMS’ mandate.

Other

  • Perform other related duties as required by the Board.
  • Keep apprised of new legislation and emerging professional trends and advise the Board and staff of upcoming challenges/opportunities.
  • Ensure that workplace health and safety remains a top priority.

  • An understanding and appreciation of rural development and rural Alberta issues.

EDUCATION & EXPERIENCE OVERVIEW

The ideal candidate will possess an accredited university degree in urban, regional, or environmental planning.  In addition, a minimum of five (5) years in the professional planning field in Canada at a senior level.  Municipal land use planning, development, leadership experience, as well as extensive knowledge of the Municipal Government Act (MGA) are essential.  Membership with the Canadian Institute of Planners (MCIP), along with the Registered Professional Planner (RPP) designation would be an asset.

COMPENSATION & BENEFITS
